First I was in doubt this place makes any sense with gardens but then "In front of the tombs is a small tower, which is known as the Ka'bah-i Zardusht...Probably, this tower was used to keep the holy fire or books...There was a garden near the tombs and tower." Who would have thought that... You can read that at livius' (www.livius.org)
