The garden was made by the daughter of a shipping magnate (Belle Ainsworth Jenkins) and her husband. Once, it was tended by 23 gardeners. It was bought by the Tualatin Hills Park and Recreation District in 1976 and is now maintained with the help of volunteers. The planting design is gardenesque (in the sense of exotic plants in naturalistic groupings).
