The Fed's gardens were damaged in the winter of 1977 and then redesigned by Wolfgang Oehme and James van Sweden. There is a spirited fountain and lush planting of native grasses. The combination gives the garden a fresh and upward character . The Fed website gives little information about the garden, but does tell you how to complain.

    So I went to take a look and as soon as I stepped off the sidewalk, was chased away by twitchy security guards. The gardens may be great, but you aren't allowed near them.....
