The Circus Maximus lies in the valley below the Palace of the Emperors on the Palatine Hill. Events could be viewed by the imperial family from their private appartments and members of the public could buy a seat to view race events. It is possible that it was through the proximity of the palace to the stadium that the private hippodrome became a garden accessory, as in Pliny the Younger's Villa.
