UNESCO, the United Nations Education and Scientific and Cultural Organisation is the organisation which inscribes areas as 'World Heritage Sites'.
Note: since the boundary of the World Heritage Site had to be arbitrary, this website also reviews the land surrounding the designated area. There is comment on those aspects of Site which could be improved, like the example below.
The 1999 planting in the grounds of the Old Royal Naval College(subsequently removed) used a weirdly inappropriate mixture of Rosemary, Portugal laurel, Mexican Orange Blossom and Brachyglottis greyi (from New Zealand). These plants were common on council housing estates in the 1960s. The paving is made with sand and cement.
