One of the reasons for London being a great city of gardens is that Londoners love flowers. This should be encouraged. We need to find places for people to see flowers, grow flowers and sell flowers - in all sorts of non-traditional places. This could be done through the type of licensing system used for market traders. Citizens could apply to use a specified spot for flower gardening; the authority would issue a license; the citizen would have to meet the terms of the license. In some cases no money would change hands; in other cases the citizen would pay the authority (as for an allotment); in other cases the authority would pay the citizen. The licensing principle could also be used in the organisation of Flower Festivals. We could Make London flower - a City of Flowers and a flowering city.
